What is the Data Element Library (DEL)?
The Data Element Library (DEL) is a centralized resource for CMS's required assessment instrument data elements (e.g. questions and responses), and their associated mappings to nationally accepted health information technology (IT) standards.
What is the difference between the CMS Data Element Library (DEL) and the electronic clinical quality measure (eCQM) Data Element Repository (DERep)?
The DEL is the centralized resource for CMS patient assessment instrument data elements. The DERep is a centralized resource of all the data elements and definitions associated with eCQMs used in CMS quality reporting programs by eligible hospitals, critical access hospitals, providers, and clinicians.
What is a data element?
In the context of the CMS Data Element Library, data elements are discrete questions and responses that are found in the patient/resident assessment instruments that providers use to submit data to CMS.
I am a provider, does the DEL change how I submit data now?
No- the DEL is a repository of CMS assessment data elements (questions and responses). It does not affect provider data submission processes. Providers and vendors must still follow the submission specifications required for submitting data to CMS electronically.
How frequently will the DEL content be updated?
As CMS assessment content changes, the Data Element Library will be updated with the most current information.

Do providers have to use the DEL?
There are no requirements to use the DEL contents. However, CMS assessment stakeholders may use the DEL resource to integrate CMS assessment content into their electronic health records (EHRs) and utilize mapped health IT standards to support interoperable health information exchange. In addition, DEL users could save time and resources by having CMS assessment information in one centralized database, rather than having to search for assessment content across multiple data sources.
Is there patient level data in the DEL?
The Data Element Library contains no patient health data. The DEL only contains CMS assessment data elements (questions and responses) and their attributes, including how the data elements are linked to nationally accepted Health Information Technology (IT) standards.
Who can use the DEL and for what purposes?
The DEL is a public resource for use by providers, vendors, researchers, and the general public. End users will be able to search and obtain reports on CMS assessment contents, including questions, response options, relevant details, and related health IT standards, in one location.
